Housing policy development stalls

newhousing_290In November 2008, the Council of Australian Governments agreed to a 10-year National Partnership Agreement on Remote Indigenous Housing.1

Under the terms of the Agreement, the South Australian Government must make sure ‘standardised tenancy management … consistent with public housing standards’ underpins the way ‘all Indigenous housing’ is provided in remote locations.2

In support of that goal, the South Australian Government – through Housing SA – set about developing a group of tenancy policies.3

By August 2011, 13 policies had been completed and another two – focused on ‘appeals’ and ‘family violence’ – were under development.4

At that time, Housing SA expected to finalise the last two policies within ‘a couple of months.’5

More than six months later, Housing SA advised the Paper Tracker that ‘due to staff changes’ neither the appeals nor the family violence policy had been completed but that it expected this would be done by August 2012.6

On 19 June 2013, the Paper Tracker asked Housing SA whether the policies had been completed and, if not, to indicate the current timeframe for completing this task.7

On 23 July 2013, Housing SA advised the Paper Tracker that the appeals and family violence policies were both ‘still under development.’ No information on the timeframe for completing this work was provided.8

The Paper Tracker has been monitoring the development of housing policies for Anangu tenants since August 2011.
