umoona_sign_topIn 2008, the South Australian Government started a comprehensive review of the Aboriginal Lands Trust Act 1966.1

Late last year, the Government released draft legislation for public consultation and comment.2

Over the next three months, the Government held
16 consultation meetings to gather feedback on the draft legislation from Aboriginal communities and other stakeholders.3

Two of these meetings were held in Anangu communities (Umoona and Yalata).

The Government also received 15 written responses to the draft legislation.4

Some of these submissions raised “substantial concerns about the Bill” or highlighted “significant” deficiencies within it.5 In one instance, a submission argued that one aspect of the proposed legislation represented “a serious backward step in terms of Aboriginal self-determination.”6

The three-month consultation period ended on 15 March 2013.

On 9 April 2013, the Government advised the Paper Tracker that:

  • a summary of the written submissions would be posted online, and
  • it expected to finalise the proposed legislation by mid-2013 ready for its introduction into State Parliament.7

The Paper Tracker has been monitoring the review of this legislation since March 2008. In March 2013, we produced a radio program on the draft legislation and what it might mean for Aboriginal people. The program included an interview with representatives of the Government’s Aboriginal Affairs and Reconciliation Division.
